Member for Dubbo Troy Grant has set the book up at his office in Dubbo for everyone in his electorate.
"On Friday, July 18, we woke to the tragic news of the Malaysian Airlines flight MH17," he said.
"The death of anyone in these circumstances leaves a mark on our heart but we grieve with extra force when they were our neighbours, our friends, the people who helped build and nurture our communities."
Mr Grant paid tribute to the Yeoval couple who were on the plane as well as the loved ones of the other victims.
"My thoughts go out to the Clancy family and to the friends and colleagues of the other passengers on board the MH17 flight," he said.
"This has been an unspeakable tragedy, devastating families and communities across the state and globe."
Mr Grant has invited the people of the electorate to sign the book.
"Please visit my office at 1/18 Talbragar Street to sign the Condolence Book which at an appropriate time will be presented to the families," he said.
