Indonesia is waiting on the outcome of a review of just the case of a Filipino migrant on death row - expected as early as this week - before proceeding with the executions of drug felons, including the Bali nine duo Andrew Chan and Myuran Sukumaran.
The Coordinating Minister for Politics, Law and Security, Tedjo Edi Purdijatno, said Indonesia would go ahead with the executions.
"But there is one felon whose legal action hasn't been resolved, so we'll wait for that so the executions can be carried out simultaneously," Mr Tedjo was quoted saying on news website detik.com.
That offender is Filipino woman Mary Jane Fiesta Veloso, who was caught smuggling 2.6 kilograms of heroin into Yogyakarta. She has had her application for a judicial review referred to the Supreme Court.
She is the only one of the 10 drug offenders yet to be transferred to Nusakambangan, where they will all be executed.
Mr Tedjo said the Supreme Court decision on Veloso's case could be made this week.
Veloso, who has never previously had a judicial review into her case, is the only person whose court action has been cited by authorities as a reason the executions have been put on hold.
Attorney-General HM Prasetyo echoed the remarks of his Cabinet colleague in Yogyakarta on Monday
"Mary Jane is still waiting for Supreme Court decision on (her) judicial review. Actually she has applied for clemency which means she admitted guilt and asked for pardon but we will fulfil her legal right first," Mr Prasetyo said.
"We must first fulfil their rights, we don't want problems to emerge after the execution."
Mr Prasetyo said the executions would be conducted simultaneously to avoid a psychological burden on both the felons and executioners.
"The hour, seconds, minutes (of the executions) will be at the same time. It won't be (carried out) one by one so as to avoid psychological problems. Can you imagine if it was one by one? It would obviously create psychological problems," Mr Prasetyo was quoted saying by kompas.com in Yogyakarta.
The Attorney-General also said the executioners were still training to avoid making a mistake.
"We don't want them to miss. That's why training is needed," he said.
Chan and Sukumaran will have a legal appeal to the state administrative court on Thursday challenging Indonesian president Joko Widodo's refusal to grant the pair clemency.
But their hopes were dampened when a similar appeal by another death row inmate, Nigerian Jamiu Owolabi Abashin (aka Raheem Agbaje Salami), to the court was rejected on Monday. It was rejected on the grounds the court did not have jurisdiction over presidential decrees.
