French renewable energy developer, Neoen, has lodged the application.
The company also opened Europe's biggest solar farm in France.
The Narromine site will be part of the Dubbo Solar Hub which will be one of three solar projects the company has in NSW.
Neoen has also lodged applications in the Parkes Shire and the Griffith area. These three projects are anticipated to generate as much as 165 megawatts of power.
The Dubbo Solar Hub alone will generate approximately 53,000 megawatt hours of clean renewable electricity into the national power grid each year, according to the Dubbo Solar Hub website.
In an overview, company Neoen has said it is seeking funding from Australian Government-run agency ARENA.
"If the Dubbo Solar Hub is successful in attracting funding from the ARENA, it may start construction in Q4 (fourth quarter) 2016 or Q1 (first quarter) 2017. If not Neoen is confident that the project still has good chances of proceeding, but in a longer time frame," the statement reads.
The Dubbo Solar Hub project was short-listed by ARENA in January this year.
The 25-hectare Narromine site was identified as a good location in 2013 due to its proximity to the electrical network, landholder support, potential for growth, low environmental impact and low expected visual impact.
Given the enormity of the project, the development application will have to be approved by both the local council and the Western Region Joint Planning Panel, on which Crs Les Lambert and Craig Davies sit for the Narromine Shire.
Narromine Shire Council is encouraging local residents to examine the public documents and share their thoughts.
The document will be on public exhibition until Wednesday, June 8.
"Any person may make a written submission during this time regarding the proposed development. If the submission is by way of objection, the grounds for objection must be specified by submission," council said in regard to the development application.
