Small business owners have been declared a winner in this week's federal budget but a local business owner said she can't spend any money if there's nothing rolling in.

The federal budget was released on Tuesday evening, with Treasurer Joe Hockey declaring it was a "Have A Go" budget.
Local business owner, Anna Hitchcock of Edgerton Nursery said she didn't know how to "have a go" when there was no money rolling in.
"I'm not sure where Joe thinks the money that we will invest and spend is coming from, there's no money coming through the door for businesses to spend," she said.
Mr Hockey announced small businesses will benefit from tax rate cuts from 30 per cent to 28 per cent or a tax discount of up to $1000 for small businesses not run as companies and small businesses with turnover less than $2 million will be able to claim $20,000 tax deduction for every item they purchase.
He also announced employees and start ups would get access to tax breaks on shares they receive as part of their pay and retailers will benefit from end of fringe benefits tax on portable electronic devices for small businesses.
"I can see what he's doing and it could be good for some, but we need customers who are willing to spend and they're not," Ms Hitchcock said.
"The weather is everything at the moment. People are waiting for the rain to fall and all we're hearing is doom and gloom rumours about the El Nino and it brings everyone down. People aren't spending they're being very careful.
"I won't be spending money until people spend here, and they're not going to spend here when there's no confidence."
