The election was held on Saturday, November 30. There were 467 people who voted in the region, which stretches from Mudgee to Nyngan.
There were five candidates in the Central region. Cr Toomey stood against Craig Britt and Anthony Amatto from Dubbo, as well as Neville Brown and Barry Smith from Wellington.
Cr Toomey won after the distribution of preferences.

She received 34 per cent of the first preference votes, followed by Mr Amatto who had 24 per cent.
The third highest number of first preference votes went to Mr Britt on 20 per cent, then Mr Smith and Mr Brown who each received 11 per cent.
Only two votes in the central region were informal, that is, they were either blank or not filled in correctly.
Cr Toomey will replace Stephen Ryan who decided not to run for the position again.
The representatives for each region will help set the strategic direction of NSWALC and make decisions on issues affecting Aboriginal people.
They will meet on Monday, December 16 to elect a chair and deputy chair of the NSWALC.
